Health Minister Spahn has announced rapid easing for those who have been vaccinated and those who have recovered. The corresponding regulation should be decided no later than next week, he said after the meeting of the so-called Corona cabinet.

The Federal Government’s Corona Cabinet has launched a draft ordinance for more rights for those who have been vaccinated and those who have recovered.

Federal Health Minister Jens Spahn announced that consultations with representatives of the Bundestag and Bundesrat would begin immediately. The aim is for the regulation to come into force at the end of the week or next week at the latest. There are talks with the federal states and the signals are very good, said Spahn.

The legal policy spokesman for the SPD parliamentary group, Johannes Fechner, said that the grand coalition had agreed that the regulation should be passed this week: on Wednesday in the cabinet and on Thursday in the Bundestag. There will be a special meeting of the Legal Affairs Committee on Tuesday morning. The Federal Council could also agree to this on Friday.

Greens support the approach

The Greens support the planned equality of those who have been vaccinated and those who have been tested. The federal government’s draft regulation is going „in the right direction,“ says party leader Robert Habeck. „That is appropriate, that is appropriate.“

There are only a few legal problems left in the draft. Habeck underlined that it was not about privileges, but about the return of previously restricted rights of freedom. „In this respect, it is advisable to push a little on the time tube.“ The Greens therefore also support the plan to approve the regulation in the Bundestag and Bundesrat this week.

Regaining fundamental rights

Federal Justice Minister Christine Lambrecht’s submission stipulates that those who have been fully vaccinated and those who have recovered from Covid-19 are exempted from requirements for private meetings and night-time exit restrictions.

If it is proven that both groups no longer pose a particular threat, the restrictions on their fundamental rights would have to be withdrawn, she argued.

Vaccinated and convalescent people should be able to enter shops, visit zoos or go to the hairdresser’s without prior tests. You could then meet with several other vaccinated persons and would not be counted when meeting with unvaccinated persons in family or friends.

They do not have to be quarantined after traveling – unless they are coming from a virus variant area. The obligation to wear a mask in certain places as well as the distance requirement in public spaces should continue to apply to them. Several federal states have already implemented parts of this regulation and equated vaccinated people with those who tested negative.

Spahn for relief when traveling

Spahn approved the EU Commission’s proposal to make tourist trips to Europe from third countries possible again. It makes sense that people who have been vaccinated with a vaccine approved in the EU are allowed to enter, he says.

Whether other vaccines would also be recognized must be examined. He also assumes that an EU-wide valid digital vaccination certificate will be available by the end of June.
